Ok, rather than letting supply and demand rule how about this. Since a cartel would be illegal we borrow a page from DVC.
Everyone kicks in some cash for a fund. Every point rental done on the DIS has to be reviewed. If it passes standards it goes through, if not....ROFR. Those points can then be traded to members for a fair price or used to make a reservation and sold on ebay to pay the fund.

Think it through before you post. I can't think of too many people who would back your idea. DVC rents rooms for cash, should they eliminate that too? After all, those cash guests aren't members. Pa, do you have any points to rent? Maybe I'll take them off your hands. With your attitude I'm sure many would like you to skip a year or ten.
EVERYONE is entitled to stay if they pay. The real point here is that rentals are going far to cheap.
