How do you know when you can PM?

When you hover over someone's avatar and see the "Start conversation" link.

You need to be registered on DISboards for 24 hours and have a minimum of 10 posts, not including any posts on the DVC board.

Another note: you don't need to start separate threads for each post. Just post multiple times on any of the already running threads.
