No, the DVA can't be used on site in the parks.

IIRC, you can withdraw your funds back into a Disney gift card but you do not earn the bonus on that money (which is the only reason to use the DVA to begin with).

Right, but you can't draw directly from the DVA to pay for purchases while on site at Disney, which is what the poster was asking.
