Much like Disney they are completely random and there is no way to ensure you will get one...You can increase chances by signing up for emails at loews hotels and at UniversalOrlando.com Other than that ..Nothing ...Keep in mind Loews often runs resort discounts, but they do not include the universal resorts...
You can also get discounts with an annual pass, AAA card and they usualy have the Stay more,Save more promo that works on stays longer than 3 nights..There are also deals to be had at cheaptickets.com
