I've also noticed that crowd calendars use different criteria to come up with their ratings. Some use wait time for attractions, while others use overall attendance numbers or other factors. If there is something drawing crowds that's not an attraction with a measurable wait time (such as Frozen Fun at DHS this summer) the park may feel crowded even though wait times for the rides are low.
For me personally, I'd consider a park crowded if it just feels like there are a lot of people there, it's hard to move around, etc. Not necessarily based on wait times for rides.
