Rent a car with a car seat (if you hadn't already) and don't have mom go to a water park solo with the kids - that would be very stressful. Really, this will give mom the freedom she will need. Grocery store, McDonalds, drug store, parks.... etc.
With a car, I think mom could easily take the kids as a solo parent to the parks (will need a stroller). For MK, I'd suggest getting the LLMP. For her and the 5 yo, do they have a discounted conference ticket that works all day? I'd suggest that. She could go in the morning, have lunch, go back to the hotel, and you all do something as a family for a bit in the evening.
I think one character meal is sufficient, I don't think you need multiple. There are a TON of fun places to eat that you can snag an ADR for on the day of if you all don't want to eat QS.
