Why, hello. As a Pizza Hut Manager, perhaps I can weigh in with some info. I'm not sure where your stats came from, but I will speak purely from my experience with my store--which is the same as all 46 owned by our franchise.
Yes, we did recently raise our delivery fee from $1.50 to $2.00. Our drivers used to receive $1 for each delivery they took, and now receive $1.50. This is per order as well on our part...not per run, as someone posted above. So a driver with two deliveries at one time would receive $3 from us, plus whatever tips they were given.
We do keep 50 cents per $2 fee charged to offset the costs of delivery incurred by our store-- for example, this pays to purchase new delivery bags, warmers, car toppers, etc. and covers the additional insurance needed to cover our drivers. (Our stores that do not offer delivery do not have these costs, and any delivery-store must pay for these costs from delivery fees itself)
At the end of each driver's shift, they are paid by us for each delivery they were dispatched on that shift. Many customers feel that $1.50 is sufficient tip, and do not tip our drivers any additional tip. Many customers do tip additionally and it is greatly appreciated by our drivers. If a customer questions our $2 fee, I will give them the same information as above--and let them know that the tip is up to them--just as is tipping in our dining room.
Again, I offer the disclaimer that I do not know the stats being quoted by the OP, I am just letting you know what is the case at our 46 Pizza Huts that I can vouch for
