Pixie hollow or royal hall?

We have Ressie for Minnie's Breakfast at 8:10am

After Breakfast should we do royal hall or pixie hollow?

We also are trying to make the opening of toontown at 10am..

Because Pixie Hollow is outdoors it closes earlier. It's also on the route between Plaza Inn and Toontown. Royal Hall moves guests through a bit quicker, and the line tends to be shorter during shows. Most of the line area is covered and it's air conditioned inside, which you'll appreciate later in the day. If you want to see the gates open in Toontown, I'd try to be there around 9:40-9:45. A large crowd gathers and the characters come out a few minutes early (they won't do pictures or autographs in the crowd). Then they open the gates and the characters go to the houses. Minnie was holding hands with two kids and I saw Goofy hop up on the trolley and wave, but otherwise it's not really a formal thing. I have a feeling that people who were in the back of the back of the pack when the gates opened made it inside as the characters arrived at their houses.

So pixie hollow would be best after breakfast if time..

I never knew the characters actually walked to their houses I thought they were always already inside of it haha.

Given those options, yes. Just know that like all other things at Disneyland, the later in the day, the longer the lines are.

I don't think you'll have time to do either in that time slot. Character meals usually take around 90 minutes if you want to meet the majority of the characters, and that would take you up to the time you would want to leave for Toontown. You may get lucky with fast seating and a short line at Pixie Hollow, being that early in the morning, but I would have an alternate plan for the Pixies and take advantage of that early interaction with the characters at TT.
