I think it was what is now theentrance plaza to Lights, Motors Action!

That is correct. It was at the end of what was the New York Street.

IIRC, it's a scale replica of the Washington Square Arch, in Greenwich Village, NYC.

That's actually from 2002 or 2003 since the Spectromen from the early years of the parade had fuzzier hair and the title unit was behind Mickey's float.
