PI for 18 y/o

DH and I are going to WDW in May, and will be meeting up with a friend of mine. We would like to go to PI one night, and maybe ask her younger brother to come, who will be 18 y/o at the time. Are there any clubs he can get in to in PI, or are they all 21 and up?

Age Requirements: You must be 18 or older unless accompanied by an adult or guardian to enter most Pleasure Island nightclubs. BET Soundstage and Mannequins require you to be 21 or older to enter.

When I booked our last trip, the lady I spoke with at WDW Central Reservations told me that they were trying to make PI more family friendly. They lifted the 21 and up rule for all but the BET and Mannequin clubs... which were the younger twentysomething crowd hang-outs to begin with. I don't know how successful it has been, since I haven't been in a few years, but that's what she told me.
