We are going for 3 weeks and I'm worried about the 14 day thing I keep reading about.
If I order photo pass or photo pass plus, and I activate on our first day, will it expire before we return?

no issue with photopass, no 14 days limit on that one
there will still be the "double 30 days limit". Once the first picture is taken you have 30 days to claim your photos ( = add your photopass card number to your photopass account), and once you've claimed your pictures, you have another 30 days to order them (single prints, CD, photobook, you name it) before they expire. (same 30 day rules apply to photopass+
photopass+ will need to be ordered at least 14 days before departure (for shipping time)
you will get a voucher (the little red paper taped on the DVD box)
when you go to a photopass kiosk (parks or DTD) tell the CM that you need more time, and you'd like to have the PP+ extended. The CM might request to see a "check out date" proof (or not).
PP+ will be extended at no cost if you ask BEFORE the CM punches the "date holes" on the card.
What's the the difference between photo pass and photo pass plus?

photopass+ will get you all of photopass perks
PLUS
every ride photo (participating ride) you'll need to go to the ride's shop and show your card to the CM and give the picture's number, the CM will add it to your photopass account (no limitation on the amount of ride pictures you can get)
participating restaurants will have the "pre-meal" picture added to your photopass, and at some you will receive the actual prints.
Also, once I pay the $149 what else is it going to cost me?
if you have less than 700 pics in your photopass account, you can download them all at no charge
if you require the CD you'll pay $15 for shipping
All I want really is a CD with the photo's on it.
you can preorder the regular photopass (CD only) but you won't get dining and ride photos
