If you're talking about the formal night photo locations or the roving photographers in the dining rooms, those are Shutters employees (the onboard photographers) and they will not use your camera to take your picture.
However, most photo locations have a DCL CM helping out and they will use your camera to take your picture (remember they are not photographers).
Also, DCL CMs are happy to take your picture, using your camera in other locations.
On our Med cruise, DH and I were sitting outside the Cove Cafe and I suddenly saw something moving out of the corner of my eye. I looked up to see Mickey and Minnie sitting on a couch in front of me waving at me. DH took a picture of them using his iPad and then the CM accompanying them insisted that we get up so that she could take pictures of us with them using our iPads. It's one of my favourite pictures from that cruise. They're not only perfectly happy to do but will offer it.
As others have stated, CM's are quite willing to take your picture using your phone or camera. I have also had other passengers who were willing to do this. So far I have never had anyone try to pressure me to buy the Shutters photos, but I do anyways.
Are the Shutters employees photographers or simple button pushers? What I mean is that a real photographer knows how to use the camera they have. They have proper lighting setup, use the camera in AP or Manual mode. Others are just a person with a camera with a flash, put it in Auto mode, and just push a button. For what they charge for photos, I would expect professional photographers.

The shutters photographer will get you consistently good results. Their work is showcased at the Shutters booth.
Character handlers will be inconsistent with your cameras. Framing may be off. The built-in smartphone flashes may be insufficient. The biggest issue is needing 10 or more seconds for that flash to recharge for multiple shots with countless people behind waiting to get their smartphones to recharge.
At every photo op with a character, they would take a pro photo for purchase and immediately turn to look at mom or dad so they can take their own photo with iphone or camera. You'll get plenty of opportunities to get your own photos but they won't do it for you.
