There is a discount if you pre-order it from the website before your vacation.

They usually offer discounts on photos taken at the Halloween and Christmas Parties (but only on pictures taken at the parties).

1) Other than pre-ordering, no.
2) Disney has a cash-cow, and they won't cut into the profits.
3) Let's face it, when Disney finds a gold mine, they milk, and milk it, and milk it.

Pre-ordering saves you a few bucks over purchasing it at the park. They will accept Disney gift cards for the Photopass, so if you have a Target Red Card you can get 5% off the gift cards and then use them to purchase the Photopass.
