This is Cedar Rust. It appears on Cedar trees in the spring when its wet and cool. Not too cool. But not warm. Just right. Cedar Rust damages Apple production so Apple varieties that are resistant to the rust have to be use and/or sprays must be used where Cedar Rust is present.

I told the kids this is where Gummi Bears come from....
