You will see the photographers standing around in places they do photos. On ride photos are also available. There are not many actual photographer locations.

Disneyland:
Town Square Hub
Partners Statue
Near Milennium Falcon in Star Wars Land
At all character meet locations

DCA:
The fountain near Carthay Circle
Near the park exit, sometimes with a character like Oswald or Clarabelle
In Hollywood land
At the Carsland Entrance
On Route 66 in Carsland near Flo's
In Avengers Campus (2 locations here)
On the bridge leading into Pixar Pier (sometimes)

Yes, they are there on special occasions and holidays, like Easter. But usually no one is there.

I've never seen PP photographers in those 2 spots in Fantasyland...

You can click on the Photopass location symbol for more information. The Mad Tea Party specifies that photographers are available only during the daytime. The one near the carousel is listed as Sword in the Stone, so it probably corresponds to when/if that show happens.

Trust me, we spend a LOT of time at the teacups. It's my boys favorite ride. I guess the spinning gives them the sensory input they need. Outside of holidays, I've never seen a PP photographer there. The cup is always open so anyone can take a photo anytime.
