If you edit the ORIGINAL (not the edited 5x7s that you added borders to) and add the border(s) you wanted again with the 2 4x6's selected in the menu then your picture count *should* be increasing. (Or at least, mine did.) When you re-edit photos you've already edited, your new edits replace the old ones and your picture count doesn't go up. If you edit the original, it saves the edits as a copy and increases your picture count. At least, I think that's how it's *meant* to work.
If you want both 4x6's and 5x7's (or 8x10's or other dimensions) of a certain photo WITH one of the Photopass borders, I would edit the ORIGINAL photo specifically for each dimension that you want to order prints of and save each of them as a copy. If you look closely, you'll notice that the cropping will be different for each dimension you save. Yes, it's going to take a bunch of time to do all those edits, especially if you are using multiple borders with the same original image, but I believe that will get you the most reliable print results.
