So we are going on a cruise in mid Jan. There is a total of 14 people spread across 4 rooms. Do we have to all buy the photo package? What is the best way to maximize the package?

Some info I learned (unfortunately AFTER our cruise last month)... If one room buys the package (believe it applies to the full package), the others will get 50% off that same package. Also the package is discounted if you buy before the cruise. If you are in another family's photos then THOSE photos will be will be in your portfolio because they use facial recognition to ID photos but if there are just photos of that family then they will ONLY be in that family's portfolio so yes, each family would need to buy their own package if they want the photos. Of course, you don't have to buy the full package, you can buy smaller packages (10/20 photos) or individual photos. Also - stop in every couple of days to check your portfolio. Sometimes photos may be missing but the photo guys are good about tracking them down. Hope that helps.

I'm not sure, but I believe the "buy one full price, get 50% off" only applies one-for-one. I don't think one room pays full price and ALL OTHERS get 50% off.

From the My Cruise Photos info page (bolding mine):
For larger families traveling together across multiple staterooms, we offer a discount on the Get the Picture! Unlimited discs: Purchase Get the Picture! Unlimited for one stateroom, and the second Get the Picture! Unlimited disc is 50% off the onboard price.

Also, some information I've put together:
