The same thing happened to us on this cruise. We were strung along all week long by Shane and on the last night Friday night he tells us he can't do anything. He kept telling us that we needed to scan our cards more often. They are no longer able to reconize the faces without your cards being scanned. The whole thing was a total nightmare....Took up a lot of time. I sent DCL a letter. In the end they were not able to locate many of my pictures and no CD...........Nicole, my conceirge person could not even fix the problem with Shane and Shutters!!
I know that we were not the only ones that this happened to on this cruise either.
Concierge was able to help us get ours linked. The best tip I can give everyone is to swipe your stateroom card as much as you can when photos are taken, starting with the welcome aboard picture (don't skip it!). They use the facial recognition, so the earlier you get everyone into the setup, the better.
And I would also try to swipe the same stateroom card if you can to make it easier. No need to link if you are all under the same stateroom number.
Use the kiosks periodically to make sure pictures are being captured. Some of ours weren't at first, so I found the hard copies and gave them to a CM at Shutters with our stateroom number and they showed up the next day. There were also photos of strangers, and you can easily remove those using the kiosk.
