PHL curbside baggage

Just came across something from either the airport itself or USAir saying no tipping allowed for curbside baggage check in. Anyone have experience with this? I've never flown out of PHL before, but I've always gone with the theory, if I want my bags to end up at the same airport as I do, I plan on tipping.
 
I am not sure about the no tipping part. But I do know that when you do curbside with USairways there is a fee of $2 per bag but you can not use cash, you must pay by credit card.

Why not just take the luggage inside and check it there? I've NEVER been comfortable with curbside baggage check because it just sits for ever until a cart is full. When you go inside it either goes back immediately to be put in the right location or you take it over and hand it to the people doing the scanning of it who immediately scan it and send it on its way.

because the skycaps are usually much quicker than the check in counter. In my experience.
 

I have used curbside at PHL. I tip. I saw the surcharge for USAir regarding bags at curbside. I read that being $2 more for the baggage fee. (ie $27 vs $25 at the counter) but you still have the option of $20 if you pay online in advance. Your best bet would be to call USAir for clarificiation about the fees. But tipping is allowed at PHL.
