I must say I have noticed more and more what seem to behave as pets being classified as service animals.
Of course I will give these folks the benefit of the doubt, but I have seen some various breeds (collie and chihuahua, for example) as service animals for people that did not have any obvious need for a service animal.
Walking back to our room at kidani recently, passed a family with the aforementioned collie. I had heard a dog barking from the hall around room 7952 the day before and mentioned that that must have been the dog I heard. "Our dog does not bark," was the reply I received so I can only assume there were 2 service dogs down the same hall (it was indeed a long hall).
