I have a Delsey bag that I purchased primary because it states it is under the seat sized. I haven't used it, but pulled it out to use for a trip I have Tuesday. I don't know, to me it looks too large for a personal item. The dimensions are listed as 14 x 14.5 x 9. What do you all think?

I have a Disney tote bag that I typically use, but I would like to use the more structured Delsey bag. Not sure if is worth the risk of it not fitting.
 
What airline? Each one has a different size limit . I know United size limit is 9 inches x 10 inches x 17 inches. Plus it depends were you are sitting. A window and aisle seat tend to not have as much room as the middle seat does. I know on American if you are seated in the window seat there is a box attached to the underside of the seat in front of you so you really have very little room for a bag that size
 

One of the problems you can have with those larger underseat items is there won't be anywhere to put your feet during the flight. If this is your only carryon, it is better to put it in the overhead bins providing it fits.
 
Most carriers specify max sizes that don't fit under the seat of almost any airliner nowadays, ever since they started putting IFE in and having huge boxes under the seats. If it fits their requirements but doesn't physically fit, don't be shy about throwing it in the overhead.

Too bad the 737 MAX's are grounded, they fit sooo many more bags in the overhead.
 
Realistically, they aren't going to be checking the exact size of a personal item that is within a reasonable size range (like yours). If it doesn't fit under your seat, you can put it in the overhead compartment if you board early enough to have room. If not, you might need to gate check it. But if you really want it with you and if it mostly fits under your seat, the flight attendants aren't going to care if it bulges out a bit.

It is not my only carry on, unfortunately. I read somewhere that the aisle seats have less room under them, and that is where I am sitting.

If it doesn't fit, throw it into the overhead with your other bag. Legacy carriers in particular wrote the policies to encourage under seat storage, but it's not required that it go under the seat if it doesn't fit. My personal item almost always ends up in the overhead because of size (to be fair, it's the largest size AA allows) and there's no issue with that.
