Is a messenger bag considered a personal item or is it too large?

Dimensions 14"H x 16"W x 4"D

I want to take it and a rolling carry-on.

I'd take it. You are allowed two carry on's and I see EVERYTHING and ANYTHING come through. Some people have two full roller bags. As long as one can fit under the seat in front of you, you should be fine.

Technically you are allowed one carry on and one personal item. two roller bags should not be allowed--although I have no doubt that people do get away with it from time to time--and you should not rely on being able to do that.

If the messenger bag will fit on the floor under the seat in front of you it should be fine as your personal item.

I agree, as long as it fits under the seat in front of you there should be no problem. I'm pretty sure a personal item is considered a purse, briefcase, laptop bag, etc. So, to me I would think a messenger bag fits into that description.
