Pearls and Jewels

I have seen several designs with what appears to be pearls or jewels around the mickey head or as a border. How is this done? Thanks.

I read on another thread that one of the Disigners Natalie (I think) uses Microsoft Digital Image 2008 and you can highlight images with custom borders. I actually have that on my computer but have not mastered it yet

I have photoshop as well and have been wondering the same thing? Anyone have photoshop and been able to do this?
