Paypal or web cert. as gift?

My daughter has asked for some things for Christmas that can only be purchased over the internet (ie: tshirts for various rock groups) My idea is to give her a web certificate or open a paypal account so she can go online and shop for the things she wants as her gift. Can you buy web certificates (I know you can earn them thru' the reward sites) and do they work just like a credit card? Or would I be better off to open her a paypal account?

Web Certificates work just like a credit card online. You can go onto their site www.webcertificate.com and open up an account for her, and put as much money as you'd like in the account. All your DD needs is an e-mail address, a password, and she's set to go shopping.
