Pay extra to get regular dining plan if free QSP is offered??

If Free Dining is offered during my stay, and I'm staying at the All Stars, can I just pay the difference between QSP and the Regular dining plan and still stay at All Stars??

Yes you can! We actually upgraded ours to Deluxe last year when we were at Pop.
