Passports and Visas

We are thinking to do the 4 day cruise in the Spring-but I have a small complication-four of us will be from Canada (have passports etc - no problem). One adult is a visitor from Ireland (of course has a passport). Does he need a Visa to sail with us-He will also be flying with us from Canada. Please help/clarify.
 
When my DS's friend went with us we did have to get a visa for him. He lives in Canada but is a British citizen. His parents just drove to Buffalo (1hr from us) and got his visa a week before we left. That way we didn't have to do when we went. Remember he is flying in and out of the US...... most likely he will need to get a visa (green card?).
 
That's what I was wondering-Do you know if he could arrange this before he leaves Ireland-since he already knows that he will be leaving Canada for 5 days?
 
I can give you some more information.

Under normal circumstances no Visa is necessary.
When your friend comes from Ireland the Visa Waiver Program permits him visa free travel.

For visitors who entered on the Visa Waiver Program you must present the following:
- Valid passport
- I-94 card that is valid beyond the anticipated reentry into U.S.
- Proof of return transportation to a location outside of the U.S.)
