Passport with a name change

My brother has a passport, but since having it issued has legally changed his last name. Can he still use his unexpired passport and just bring proof of the name change?

Not sure about a legal name change, but if one marries and sends in a copy of the marriage license within a certain time period of having the passport issued, they will add an amendment showing the new name.

Otherwise, I'd bring the name change documents to prove things.
