Passholder Upgrade question

So this year when my pass expired I descided to just get the most genaric one and I realized almost everyday is blocked. I want to go tomorrow and I dont know if I upgraded my pass and it was blocked, Would I still get in, because I know if you buy a pass on a blocked day they will still let you in.

If you upgrade to a pass that is not blocked on the day you want to go, no problem. Otherwise, there is a reduced price a passholder can pay to get in on a blockout day.

I might be wrong, but I thought I read elsewhere that you can buy the blockout day ticket ($40) and at the end of the day go to city hall and apply that $40 to upgrading your pass. Can anyone confirm?
