What do you all think is it good or just a way to add more to the delays.

This will probably force airlines to just cancel flights sooner in bad weather, which means instead of sitting in the plane for several hours before takeoff, you'll end up stuck in the airport till the next day. If it's you're home airport they offer no compensation if they cancel the flight, so you'll have to go back home in the bad weather, then try to reschedule for the next day.
