Yes you can purchase it but no discount. No free dining. You have to be staying at a Disney resort.

You can book a Room plus Dine package, but you can't purchase the dining plan separately - must be connected to a resort stay. There is no discount. In terms of saving money, you are probably better off purchasing a Tables in Wonderland card.

I have done this twice now. You can purchase the dining plan, no discount, but with a room reservation.

It's a ticketless package. Just room and dining. No discount on the dining but you may be able to get an AP discount on the room portion. Free dining promotions require a minimum ticket purchase so you can't do those as a ticketless package.

Purchase a Tables in Wonderland card instead. You'll only order what you want and save 20% on table service meals, including alcohol.

The dining plan is overpriced and overrated.

It is $100. You must spend (I think) $575 before you start to save any money. IF you eat a lot of sit down and/or consume alcohol at sit down places, you can save a chuck of money.

I had a card for 5-7 years, but it stopped being worth it for me when they raised the price from $75 to $100 AND WDW prices went up.

I have to admit, I love my TiW card. There are all sorts of little QS places that you would never think to ask for a discount. Ex: Port Orleans resort food court takes TiW! We love going there, and it was a nice surprise for us.

TiW is basically accepted at every place that does not have a sit-down (and at AK it's accepted nearly everywhere except the non-Disney places). It becomes a game for us to find TiW places now!

x2!

Yes, you can purchase the dining plan. We are doing a dvc split stay in Dec and will probably purchase the dining plan for half and use tables in wonderland for the rest and where we can for extras.
I know the great dining plan debate goes on, but it really depends on your way of touring and dining.
There is no right or wrong.

I know this is probably hijacking but you forgot to mention the TIW free valet parking. You can valet park at Boardwalk and take the boat into Epcot. We love this perk. The CM at Boardwalk told us even a receipt for a purchase of a soda at the ESPN Club covers your parking.

The complimentary valet parking is meant for while you are dining so typically about 3 hours. If you just buy a soda at ESPN, then spend the day at Epcot be prepared to pay for valet in spite of what the CM at the Boardwalk said.

Normally I don't think the dining plan is a good deal. We are doing a split stay with only our first night at POP due to getting in very late and not wanting to spend extra on a day where we are doing nothing. So we got the dining plan for just the first day, and have reservations for ohana. That alone almost makes the $60 dining plan worth it, since we also get a mug snack and quick service.

For the valet parking they are supposed to ask for a receipt from the restaurant. I was under the impression they look at the time on the receipt and if you were there for longer than it might take to eat a meal (like all day) they might deny it. A few hours and they probably wouldn't.
