Here's how it breaks down...
When the HoP opened...only Lincoln spoke...the others were simply introduced during roll call...
Then when Clinton came into office...he made a special recording to be used in the attraction....
That was replaced by a recording made by the current President George W. Bush...
Now I know Lincoln still speaks...not sure about Washington...haven't been the HoP since the early 90's...but even if he does...it doesn't change the answer...

Lincoln (and/or Washington) is voiced by an actor speaking his words..since Lincoln (and/or Washington) died long before the invention of voice recording...and no known recordings exist of those voices....
