I am not staying on property. I want to have lunch at the Boardwalk and then go to MK for teh afternoon and night.

1. Can I park at the boardwalk for lunch?
2. Can I leave my car there and take a bus back and forth to MK or do I have to move the car?

I think, you will have to valet park it there. Not sure of the cost.

2. You can only leave it there if you pay to valet park.
 
1) You should be able to park at the Boardwalk for lunch. Should is the operative word. Will you have an ADR at a restaurant? The Boardwalk lot does fill to capacity but there is an overflow lot across the street. As a last resort you should be able to Valet - at $25 plus tip.
2) You need to move your car prior to going to the MK; You should park in the TTC lot
 

Self-parking at resorts is for those that are either staying at that particular resort, or who are using the amenities at the resort (eating, shopping, etc.). Eating at a resort and then heading to a park is not considered 'using the amenities'. So, no, you are not supposed to leave your car there if you are not at the BW. You may, thought, pay to valet park your car there, and then go anywhere you choose.
Now, because you are going to have to pay to park anywhere, I would imagine that it would be better to just drive to the MK, park at the TTC, then take a bus to the BW, then bus back to MK, enjoy the evening, and go back to the TTC to get your car. Or, drive to BW, eat, then drive to TTC and park the car and go to MK.
 
I think your best bet would be to park at MK, then take bus back and forth from there to the Boardwalk.

Parking can get a bit tight at the Boardwalk...if you are going somewhere for lunch and have an ADR, you have a better chance. If you're just doing a walkup somewhere, I'm not sure they'll give you a spot. In any event, if you do get a spot, the policy is you have 3 hours, so that would rule out staying there.

Just to avoid any possible confusion:

The MK parking lot is at the TTC. After parking at TTC, you would take the monorail or Ferryboat to MK, and then the bus to BW.

Do NOT take the monorail from TTC to Epcot. Even though BW is considered an "Epcot Resort", there is no transportation from the Epcot monorail station to BW.

And just to add confusion: :)

Another option is to park at DHS, where there is a boat directly to the BW (after a couple of stops on the way.) After visiting MK, there is a bus from MK directly to DHS; no monorail or Ferryboat required. Just one caveat: the bus from MK to DHS will run until MK is empty of Guests, but the parking lot tram at DHS may stop running an hour or so after DHS closes, so you may have to walk from the DHS entrance out to your car in the parking lot.

sounds like driving to BW then MK will be faster than driving to TTC, taking a ferry and then a bus to BW and Back
