We are staying at the Wilderness Lodge in February, however other family member are staying off site. Will they be allowed to park their car at WL during the day and take the boat to MK with us? How many parking passes do you get at check-in?

1) They WILL NOT be able to park and ride the boat or the bus.
2) They need to pay for parking at the park like everyone else.
3) No cheating or trying to bilk the system.
4) You get one parking pass per vehicle in the room.

NOTE: If I spot someone trying to get excess passes from me, I make a
note in "The Moocher File". Anyone else trying to print more passes will see
the notation and refuse the request.

The resort parking areas are for guest of that resort. They are not large enough, nor are they designed for theme park parking. Imagine how frustrating it is to be paying Deluxe Resort rates and to come "home" and be unable to park your car at your own resort, because the parking lot is filled with theme park people.
They can park at the TTC and take the ferry or monorail to the MK and meet you there. They can park at each of the other parks lots and meet you at the main entrance to that park.
Good Luck

You get one parking pass per vehicle, but it's kind of a gray area since your visitors are not resort guests. They should be permitted to park there to visit the resort, but not the park.

They can park for free at the resort for up to three hours or pay $20 to valet park all day.

Just have them park at WL and go with you. No need to pay to park at the park when they will probably be back at the resort before the 3 hours is up. We did this a couple of times when we were at PoR last time. Family who was off site wanted to eat dinner or lunch with us at the parks and that was it. They were in and out of our resort within 2-3 hours. We didn't feel it was necessary for Disney to charge them parking for 2 hours in the park. I know many people who are AP holders that park at the resorts and then go into the parks if they are only staying for a couple of hours.

Sounds to me like they want to spend the day in the park, not just go in to have a meal and then leave. The OP left out that part of the equation. If they're going to be there under three hours then it might work.

At some resorts and times of year even 3 hour parking is not permitted. On our last trip we were eating dinner at Captain Cook's and wanted to check out the Polynesian Village Resort. We were told we had to park at the TTC and come over from there. You could only park there if you had an ADR at a table service restaurant. We parked at the TTC and walked over to the Poly. We were permitted to park there another night when we had dinner at 'Ohana.
With that said- we weren't visiting resort guests who were staying there. Maybe we would have been granted the 3 hour parking if that had been the case.

I misread the OP. If you are going to be in the park all day then they should park at the park then.
