Parking at Boardwalk Area

Last year I know we parked in the boardwalk hotel for free and walked around the boardwalk. Does anyone know if this is still possible? One of my friends visited someone at the dolpin and had to pay $9.00 to park, that seems crazy. I want to walk around the boardwalk area again this year, that whole area is my favorite, but now we stay in our timeshare instead of a wdw resort.

Parking in the general lot, across the street from the Boardwalk Inn/Villas, is free.
Parking in the lot close to the resort is for Guests of that resort only.
The Swan and the Dolphin, both non-Disney-owned hotels, charge everyone for parking - even if you're staying there
