Park Tours over Christmas-New Years Not Available?

Is it true that Walt Disney World doesn't offer tours over the Christmas-New Years week? I was at Disneyland last year during that week, and I got to do several tours there. I was hoping to book a tour on my trip this year to WDW, but there is nothing available. Do you think they do this, because of the crowds they expect?
