Children's tickets are for ages 3-9 so anyone 10 and over will need an adult ticket.

It's very hard to find discounted tickets that are single day and especially if you are looking at IOA. Universal doesn't have to discount the single day tickets since so many people are coming through the gates. If you were looking for multi-day tickets then you would have better luck. You might want to check Undercover Tourist but that's about it.
