My family and I will be arriving in Orlando around noon (hopefully) on 11/20. I have a park reservation for the Magic Kingdom that day but wanted to hop to Epcot that evening to take advantage of the last day of Food & Wine.

Should I change my park reservation to Epcot and just go there while there is still availability?

If I have a park reservation for MK and arrive later than 2PM will I have to go MK first to get the ability to hop to Epcot?

Yes, to your last question. You have to tap into whatever park you have reserved to hop to a new park.

I think you'd be better off switching to Epcot since it is the last day. That said, you can take the monorail from MK to EP, so if you want to spend say, 2-5 at MK and then go to EP, you could do that. So far hopping capacity has never restricted anyone from hopping. MK is normally much harder to get a reservation for vs EP, and F & W hasn't shown itself to be that big of a deal so far. But walking through WS in August is completely different than November.

If it were me and I still had other days at MK, I would just reserve Epcot and get to know my resort if I get there before 2.

Since hitting Epcot that day is your top priority, then I would make the ressie for that day. If you’re delayed, or even if you’re not, you’ll be in MK maybe an hour before you need to start heading out of the park toward Epcot. Why not go straight to Epcot at noon and start enjoying the festival before all of the park hoppers get there?
