Park/Hours vs Ticket Window Hours

I feel like I should have been able to find this but somehow I'm not seeing it.

If a park is scheduled to open at 8am does that mean the ticket windows open at the same time, or do they open a little earlier? I'm helping a friend with her plans for Hollywood Studios in a couple weeks and she wants to be there early to make rope drop, but her tickets were purchased through her husband's workplace, so she has paper vouchers she needs to exchange for actual tickets before entering the park. She's just trying to figure out if this is going to delay her morning or if she can pick up her tickets earlier than actual park opening time.

Is she able to go to guest services @ Disney Springs the night before?

Guest Relations and ticketing will be open at least an hour before the park opening time.
(And, on some days even earlier.)

Possibly. Can they issue the tickets there? I wasn't sure as I knew some things like DAS can only be done at park guest relation locations.

While attending a conference (off-property) there in 2015 I was able to pick up my tickets at Disney Springs the night before we went into the parks. It really saves a lot of hassle.
