Park Hopper upgrade to GP?

I'm headed to Disney in Late April2008.

I was wondering if WDW ever offers a free Park Hopper up-grade to the general public. (We are staying off site this year) I would love to be able to flounce around the last few days to re-do what we love and catch what we may have missed. We are on a tight budget so I was wondering if this is a possibility / And where do I look for this!

The only time I recall free ticket upgrades (adds both PH and WPF&M) is during the first few months of the year and only from the past couple of years. But to qualify, you had to purchase a MYW package (room and tickets) which meant staying at Disney.

Unfortuately, you'll have to buy the park hopper option to park hop.
