December will be my first time to experience WDW and I'm trying to learn all I can. I am confused about park capacity...if you are offsite and the park is at capacity then you are turned away and have to wait until someone leaves. In the guide books it says that if you are staying onsite you are allowed to go in no matter if the park is at capacity. However, I spoke with someone who has been there at Christmas and stayed onsite. They never left the parks for fear of not being allowed to reenter (capacity reached). So my question is which is right? If this totally didn't make sense let me know and I'll try and clarify. :confused3
 
If you are an on-site guest, you will be given entry into at least one park. Might not be the one you want, but you should be able to enter at least one of the four parks. If the park is at the last stage of capacity, no one will be allowed to enter.

There are several stages of blocking entry into the parks as they fill up. First be blocked from entering are offsite guests.

Often the park will be full about 10AM, but enough people leave after that time so that they admit others to enter. But for a period of time, they may not let anyone enter.
