This is what I was thinking also...it might be a cultural thing...but still very horrible for the baby.
That cultural thing gets thrown around WAY too much. I don't care if it is a cultural thing, not leaving a child unattended in the blazing sun is a common sense thing.

How is it that they realized she was missing, he went to move the stroller, supposedly didn't find it but decided it was better to hop back in line and ride POTC?

I'm guessing it was more a case of the girl was sleeping in the stroller, nobody wanted to wake her up or carry her and nobody wanted to sit outside with her and miss the ride. Something like this infuriates me and saddens me at the same time. As far as nobody else noticing that she was alone... most people put on blinders and/or assume that the parents are right around the corner. And I personally would be somewhat hesitant to approach a child because you don't know how the parents (that
should be near) will react - you don't know if they'll think that you are trying to harm their child, take them or something like that.
Thank goodness that that little girl got the care she needed before it was too late.
