I am using parchment paper for the first time. I read about rolling out the sugar cookie dough on the paper, removing the excess dough scraps, and placing the whole paper full of cookies on the cookie sheet to be baked.

Duh, why didn't I think of that? I might have given sugar cookies a try more often than once in ten years.

My question is: Do I have to spray or flour the parchment paper before rolling the dough on it?

It should be non-stick enough. You definitely don't need to oil it, but if the dough is a bit sticky you might want to use a little flour or icing sugar to make it easier.
