Paper Mache help needed!

I am making a paper mache Mickey head for my art class.

I am figuring on using three ballons (one for head, two for ears). Silly question- do I tape them together before adding the strips or do I do them all separately and tape it together when dry? I'm thinking it has to be before...
 
I would tape them together first. Once you get to layering the strips of paper you can use a little bit of filler paper and make it smooth in between the ears. Just be careful putting the tape on the balloons it can pop quick. the paper mache will be very hard and I can't think of any glue that would be strong enough to hold the ears on. BTW I was a camp counsler for 10 years and did more paper mache then I care to remember I found that flour and water work better then any kit or glue and water mix.
