Palo is going to be better than whatever is going on in the other restaurants. But, specifically, no, there's no special menu formal night. The only conflict you might want to avoid is the show in Animators.
Not in my opinion. What I would be more concerned about is missing my favorite MDR by eating at Palo that night. There are some MDRs I like more than others. Personally, I would try to book Palo on the night when I was scheduled to dine in my least favorite MDR.

No, you won't know your dining room rotation until you check in at the port. You can make a request for a rotation, but it's not guaranteed you'll get it (although most do).
Or you can just go ahead and pick a night for Palo, and if it doesn't work well with the rotation you get, go to the Palo dining changes location once onboard and change out your Palo reservation.

You won't know until you get on board. I'd recommend booking something when your window opens. Once you get your key-to-the-world, take that where they are accepting Palo/Remy reservations on embarkation day. it's typically Royal Court, but it will be listed on the navigator. Your dining rotation will bve on your key and they'll likely be able to move it if there's a conflict. make it your first stop.
they can get creative too: we had palo and remy, so we worked it out and switched rotations for one night to catch animators.

You won't know your dining rotation until you board the ship. Once you find out and if you don't like it you can see if you can switch your dinner to a different night. I usually book the specialty restaurants around the shows more than the restaurants themselves. You could also request a dining rotation and figure out from that where you would be on which night, but this is not a guarantee
