Palo and Spa reservations

I am slightly confused. If reservations are to be taken onboard only to make it equitable for all who want them, why would they take them earlier than posted as there will be people who are not onboard yet. Knowing that we will not be on board until 1 ish due to our flights, I am concerned about not getting the opportunity to make these reservations. Can anyone help with this or advise otherwise.
