I used Pal Mickey in 2003 and enjoyed him At that time, he cost about $60 and was really only a novelty item(eek). But I'm going to use him again this year instead of buying a new one. As I understand it, there are only slight differences.
If you're wondering what he does, as you walk into a park, his transmitter nose downloads the park information. As you walk through the park, he gives you information about rides, parades, etc. he also tells little jokes. I thought it was cute, but not a necessity

As I remember it, he just gave generalities about rides. I just pulled out the little book that came with him and an example that is quoted says "I hear the wait is pretty short at Tower of Terror." A couple of other examples are "I hear Belle is over in France about now. Let's go say hi!" and "The show starts in 15 minutes..."
But I remember that there were more jokes than actual helpful information. HOWEVER, when I got it (October, 2005), it was VERY new.
You can also find some really cheap ones on Ebay that might not cost more than the rental figure (used to be $8).
