Overlays?

My favorite site for military scrapbooking supplies is having a sale today and I found some overlays I like, but I need some ideas how to use them .

Do you use them over photos or just paper, or both? And how do you attach them? Thanks!

I haven't used overlays although I have used transparencies I have printed on over things. I generally attach them with eyelets or brads. On the recipes I have used them on I generally use them over a scene I created. I have seen places where they have been used right over pictures too.
