Purchase discounted OTUP for an August trip with oct use year ( so use year ends this sept 30) and then another discounted 24 OTUP for a 2025 December trip?

With the information provided yes you can.

However what you can’t do is get the bogo offer for both OTUP purchases.

ETA: I didn’t see you wrote “discounted” 24 OTUP. As mentioned you can only get the bogo offer once per calendar year.
