Look in the sporting goods/camping sections of WalMart, KMart and Target or go to a sporting goods store and look in their camping sections. I've always had luck finding them there for about 99¢ apiece.

Our local Walmart only had $4.99 rain ponchos for kids

Sunday for $.89 each. They are Coleman brand - bright orange. I found them in the camping section.
