Other peoples children??

Already planning Autumn 2003 half term trip home.
As both the eldest children will be at university we plan on taking number three daughter (15) and a friend (15).
Has anybody done this? What extra paperwork did you need for US Immigration? Do we need a letter from the child's parents? Do WDW or DVC have any concerns?
I tried phoning the US Embassy, they charged me £1.30 per minute and didn't know the answer!!

I've done this a couple of times although both times the girls were over 16 , not sure if that makes a difference. I did take a letter from the girls parents , but other than that didn't take any other paperwork.
